In his new book on the Performance Management Revolution, Howard Dresner devotes an entire chapter to ‘Accountability Mapping.’ This is a way of documenting your #2 (above) across all of the business functions and down throughout the hierarchy. It shows which roles in the organization are accountable for which key drivers of value, and how the ‘value chain’ interrelates across the enterprise and to corporate strategy.
